Prevention
Lisbon's Civil Protection has been developing programs that seek to stimulate the population's participation in prevention, support and emergency response actions.

The resilience of communities to serious accidents or disasters implies the involvement of everyone in carrying out public information campaigns, awareness-raising actions or drills to train and test the emergency plans of their workplaces, schools or leisure facilities.
Raising awareness of civil protection and safety.
This activity, created in 1992, is the first systematized intervention for children between the ages of five and ten and seeks to cover the various aspects related to child safety.
In a space known as "Tinoni's House", the children are invited to identify the risks they run in their daily lives and the rules best suited to each situation. During the activity, topics such as earthquakes and self-protection measures, safety in the street and in public spaces, safety at home and fire prevention are covered.
This program, which every year involves thousands of children from the city of Lisbon and neighboring municipalities, continues to be an essential reference in the formation of citizens who are increasingly demanding and informed, but also more responsible and committed to the principles of solidarity and mutual help.

Lisbon's Civil Protection promotes awareness-raising actions aimed at all publics about the city's risks and the self-protection behaviors to adopt.

Educational Resources:
Training and technical support
Continuing the work begun in 1995, Lisbon Civil Protection promotes training courses and provides technical support for the implementation of internal safety plans, including exercises and drills.
Aimed at educators, teachers and educational assistants from educational establishments in Lisbon, the "Internal Safety Plan for Educational Establishments" course has the following objectives:
- Transmit the knowledge needed to draw up preventive measures and implement internal security plans
- Provide training for the performance of missions within the scope of internal security organization
- Raise awareness of the importance of monitoring and maintaining the security conditions of school establishments and adopting appropriate behavior in the event of emergency situations
Training and evaluation of procedures
Lisbon Civil Protection takes part in exercises and drills to assess the internal emergency plans of public and private buildings. In collaboration with the Development and Training Department, it runs courses and training sessions for employees who are part of municipal building security teams.
Within the framework of the Integrated Rural Fire Management System, the Municipal Implementation Programs (PME) play a fundamental role, adapting the Sub-Regional Action Programs (PSA) to the municipal scale and identifying the priority projects to be implemented.
Lisbon's PME thus defines in detail the initiatives to be implemented in the municipality, ensuring consistency with the objectives and targets proposed at the higher levels of management and planning. The drafting of this programme, which runs annually, was carried out by the municipality in close coordination with the Lisbon Municipal Commission for Integrated Rural Fire Management, the body responsible for its approval and implementation.
