Promoting local development and safeguarding the interests of the respective populations are core duties of the Municipality of Lisbon

Lisbon City Council has translated this promotion into the approval of municipal programs that seek to energize and revitalize municipal neighborhoods, to improve the quality of urban life and promote socio-territorial cohesion.

Allocation and Management of Non-Housing Spaces in Municipal Neighborhoods in the Municipality of Lisbon

The municipality has continued its efforts to boost neighborhoods and their local communities, and the ENHs are an important instrument in local development policy.

Regulation
published in the 2nd series of the Diário da República, no. 253, of 31/12/2024 under Notice no. 29307/2024/2
establishes the management rules and conditions for the allocation of Non-Housing Spaces under the management of Gebalis, and defines the procedure for selecting applications for the transfer of these spaces, for the development of for-profit or non-profit activities.

Neighborhoods and priority intervention areas (BIP/ZIP)

Stimulate partnerships and small local interventions to be developed in Neighborhoods and Priority Intervention Areas included in the BIP/ZIP Charter

Intervention in neighbourhoods and priority intervention areas (BIP/ZIP) should be based on support for participatory projects, involving municipal services, parish councils, residents' associations, communities, non-governmental organizations and citizens' movements.
