Parish representative bodies

Parish Council - Executive body
The president of the Parish Council is the citizen who tops the list of candidates voted for in the election to the Parish Assembly.

Parish Assembly - Deliberative body
It is elected by the citizens registered in the area of the parish. In accordance with Law 75/2013, the Parish Assembly monitors and supervises the executive of the Junta.

New Delegation Cycle until 2025

The 2021-2025 mandate is the third cycle of delegation of powers since the 2012 Administrative Reorganization (2013-2017 and 2017-2021).

  • The 2012 Lisbon Administrative Reorganization(law 56/2012 of November 8) was based on a process of transferring powers from the municipality to the parishes of Lisbon, intensifying the distribution and distribution of tasks and responsibilities between the municipal bodies and the bodies of the 24 parishes.
  • Reinforcement of the delegation of powers from the municipality of Lisbon to the parishes, through the signing of inter-administrative contracts throughout each term of office (articles 116 et seq. of the Legal Framework for Local Authorities, approved by Law no. 75/2013 of September 12).
  • Inter-administrative contracts for the delegation of powers and cooperation aim to promote and strengthen territorial cohesion and solidarity, improve the quality of services provided to the population and rationalize available resources (article 118 of the Legal Framework for Local Authorities).
  • Delegation of powers from the municipality to the parish councils is both a privileged vehicle for fulfilling the municipality's strategic guidelines, making it possible to carry out a wide range of investments in line with the city's governance plan, and an instrument focused on the specific needs and challenges of each territory and its population.

Axis 1 - Nearby Territories: contributing to closer urban territories, promoting a transversal approach in the areas of urbanism, public space and mobility

a) Strengthening urbanism based on proximity, belonging and community, a renewed public space, the consolidation of centralities
b) Promoting universal accessibility in public spaces, centered on pedestrians and smooth, safe and shared mobility
c) Creating or expanding the supply of orderly parking, especially for residents; and
d) Intervention and upgrading of community facilities and services

Axis 2 - Sustainable Territories: leveraging greener and more sustainable territories

a) Creation and enjoyment of nearby green spaces and green urban squares
b) Investments in technological and environmental modernization, improving energy and water efficiency in equipment
c) Promotion of active local climate action, sustainable expansion of renewable energies

Axis 3 - Dynamic Territories: boosting territories with more cultural and economic dynamism

a) Conservation of cultural heritage and traditions, landscapes and local environments
b) Creating, improving and modernizing cultural spaces, fostering artistic creation and enjoyment
c) Boosting economic activity, local and neighborhood commerce, local entrepreneurship and knowledge

Axis 4 - Solidarity Territories: contributing to cohesive and solidarity territories

a) Innovative responses to situations of poverty or exclusion, based on the principles of proximity and subsidiarity
b) Support for the rehabilitation of housing in a social context, strengthening the capacity of residents to have decent and affordable housing
c) Investing in the local education community and combating school dropout and failure
d) Promoting the intergenerational nature of each community, creating and reinforcing spaces, facilities and offers for young and old alike

Axis 5 - Healthy Territories: investing in healthier territories

a) Pioneering actions in prevention and providing health care to the most vulnerable groups, including in the area of mental health
b) Promote the creation of healthier habits in the parish's public spaces and more opportunities for physical activity; and
c) Investing in the creation of new sports facilities, as well as the restoration or improvement of existing ones

This new cycle of delegation of powers has also strengthened the instruments of cooperation between the Municipality and the 24 Parish Councils because, in addition to the prior technical opinion drawn up by the organic units of the municipality, it provides for the organization of procedural conferences involving all the municipal services responsible for issuing opinions on the interventions, in collaborative work with the Parish Councils.

The monitoring and geo-referencing tools have evolved so that the evaluation and communication of the process and the results of this new cycle of delegation of powers can be rigorous, continuous and permanent for all the participants in the process and the population to which the new responses are intended.
