Being an animal guardian is not only a joy, but also a legal responsibility.

Responsibilities and obligations of pet owners

They are part of our daily lives and share urban space with us. That's why it's important to guarantee harmonious coexistence between humans and animals.

Mentoring an animal implies compliance with specific legal provisions. Failure to comply with them could result in a fine. For example, dog owners are obliged to pick up their pets' excrement.

Recommendations

  • Your pet must be identified using an electronic chip and registered with SIAC (Sistema de Informação de Animais de Companhia);
  • Registration with the Parish Council in the area of your home or headquarters (renewable annually);
  • For the sake of your pet, we recommend an annual check-up with the vet and regular updating of vaccinations: a healthy animal is a guarantee of sociable behavior.

Anti-rabies vaccination
Order no. 3739/2023 of March 23, 2023, defines the technical rules for the regulatory implementation of the National Program for the Control and Epidemiological Surveillance of Animal Rabies and Other Zoonoses.

Vaccinations take place in various locations around the city and every Tuesday (May to December), in the morning, at the Casa dos Animais de Lisboa (Lisbon Animal House)

European Convention for the Protection of Pet Animals

On April 13, 1993, the European Convention for the Protection of Pet Animals, opened for signature by the member states of the Council of Europe on November 13, 1987, was approved for ratification. It recognizes

That man has a moral obligation to respect all living creatures, bearing in mind the particular links between man and companion animals

The importance of companion animals because of their contribution to quality of life and therefore their value to society

The possession of wild animals as pets should not be encouraged

No one should needlessly cause pain, suffering or distress to a pet animal

All unjustified violence against animals is prohibited, such acts consisting of needlessly inflicting death, cruel and prolonged suffering or serious injury on an animal

Veterinary check

Lisbon City Council and the Order of Veterinary Doctors (OMV) have signed a Protocol under the National Veterinary Health Support Program for animals at risk.

Covering dogs and cats and intended for animals from needy families living in the Municipality of Lisbon, with a situation of need duly identified according to the legislation in force, namely article 6 of Law 13/2003, of May 21, with the following concomitant limits being stipulated:

  • Up to a maximum of two animals per needy citizen;
  • Up to a maximum of two veterinary checks per animal per year;
  • Up to a maximum amount of 125 euros per treatment (plus VAT at the legal rate in force).

The municipality registers and identifies the animals in a database and awards one of the following types of checks:

  • Veterinary medical check (only granted to animals with electronic identification);
  • Surgical veterinary check (only given to animals with electronic identification);
  • Veterinary identification check, which includes the issue of a health certificate for cats (awarded exclusively to felines when it is not possible to identify the animal in question by the Municipal Veterinarian);
  • Veterinary check for treatment;
  • Veterinary check for analyses.

Conditions for using the Veterinary Check:

  • The veterinary check can only be used at one of the Veterinary Medical Service Centers (CAMV) participating in the Cheque Veterinário network (list on the website www.chequeveterinario.pt);
  • The number of pets per keeper must not exceed the limits defined by law;
  • The veterinary check will be valid for 45 days from the date of issue;
  • Each family will be entitled to 2 annual checks per animal and a maximum of 2 animals (up to 125 euros per medical act).

In order to take advantage of these vouchers and have your pets vaccinated, dewormed and sterilized free of charge, as well as other treatments and 24-hour emergencies, you must send a copy or scan of the following documents to the email address casa.dos.animais@cm-lisboa.pt:

  • Identity card or Citizen's Card;
  • IRS declaration and tax assessment note for the year prior to the date of the request, or a certificate issued by the tax office proving that no income was declared in the year of the request;
  • Proof of unemployment benefit with the amount received (if applicable);
  • Proof of residence in the Municipality of Lisbon;
  • Proof of ownership of the animals and, in the case of canines, electronic identification and health bulletin;
  • Proof of ownership of the animals (electronic identification chip and bulletin, in the case of canines);
  • Proof of registration and licensing of the canine at the respective Parish Council (if applicable).

The acts carried out under the Veterinary Voucher will be the sole responsibility of the veterinary doctors belonging to the CAMVs adhering to this Program, and the Municipality of Lisbon and the OMV cannot be blamed for any damage, due to intent or negligence, as a result of the medical-veterinary act carried out.
