Strategy

Promoting animal welfare in the community

It can be a rewarding and impactful mission. Animal welfare is an ongoing effort and requires a long-term commitment. Every little action makes a difference!

Objectives:

  • To carry out the expansion of the Lisbon Animal House (CAL) and guarantee the human and material resources needed to ensure the health, protection and welfare of the animals;
  • Carry out work on the facilities of the Lisbon Wild Animal Recovery Center (CRAS) and guarantee the human and material resources needed to ensure the treatment and recovery of the animals taken in before they are returned to the wild;
  • Provide the Lisbon Municipal Animal Ombudsman with all the human and material resources necessary for its full operation;
  • Carry out sterilization campaigns for animals belonging to people with low economic resources, in partnership with Veterinary Associations, the Portuguese Veterinary Association, Universities or other entities;
  • Provide a Veterinary Hospital or Outpatient Clinic to treat animals whose owners have proven economic shortcomings;
  • To meet the needs of new Dog Parks.

Animal Ombudsman

The Lisbon Animal Ombudsman's Office was created in 2013. It is autonomous, impartial and has supervisory powers limited to the municipality.

Its autonomy vis-à-vis municipal bodies stems from the nature of its mission: to guarantee the defense and pursuit of the legitimate rights and interests of Lisbon's animals, if necessary vis-à-vis municipal bodies, municipal services and municipal companies.
