Management and Evaluation
Performance Management and Evaluation
Sistema Integrado de Gestão e Avaliação do Desempenho na Administração Pública (SIADAP)
It was established by Law 66-B/2007, of December 28, and applies to the performance of public services, managers and workers.
Employee evaluation
Ponderação curricular para efeitos de SIADAP 3
Curricular weighting is the assessment of the employee's curriculum, carried out in accordance with criteria previously approved by the Assessment Coordinating Council and published for the information of all interested parties (article 43 of Law 66-B/2007).
Evaluation using the curriculum weighting method takes place if the employee does not meet the requirements to be evaluated with a performance evaluation form (one year of legal public employment relationship and one year of effective service) for a given evaluation cycle. This is the case, for example, when a worker is in a managerial position or is on sick leave.
However, if the employee has been awarded an evaluation under SIADAP, they can choose to have that evaluation taken into account (dragged along), so they won't be assessed by curriculum weighting. If the employee still wishes to have this previous assessment altered, they can waive this carry-over and will then be assessed using this method (Article 42(5), (6) and (7) of Law 66-B/2007).
