Internships

Lisbon City Council Internship Program

This program is implemented under the Lisbon Municipality Internship Regulation (REML), which provides for three types of internship:

  • Vocational training internships (VET) - aim to support the transition between the qualification system and the labor market, helping to improve, complete and perfect the skills previously acquired by the internship beneficiaries, through training and practical experience in a work context, and to promote the insertion of young people or the professional retraining of the unemployed
  • Traineeships qualifying for the exercise of aregulated profession (EH) - aimed at fulfilling additional and specific requirements for access to the professional title of a profession regulated by a professional Order or Public Association. Internships are developed in accordance with the municipality's strategic objectives and the availability of the municipality's services to accommodate interns
  • Curricular internships (CE) - aimed at providing compulsory curricular internships to complete a professional or higher education course.

Duration: a maximum of 12 months.

Professional development internships

Estágios fora do âmbito do Regulamento de Estágios do Município de Lisboa dirigido a interessados em beneficiar de um processo de aquisição de experiência profissional e aprendizagem em contexto real de trabalho.

  • It is essential that the trainee secures a personal accident insurance policy for the duration of the traineeship
  • The receiving municipal departments accept and consider relevant the topic of the internship work proposed by the candidate
  • The duration of the internship, defined by agreement between the parties according to the work proposed, is no longer than 3 months
  • Each trainee must be accompanied by a trainee tutor to be appointed by the receiving municipal service, preferably from the same training area
  • Internships are not remunerated, nor do they constitute any kind of commitment to future employment for the trainees
  • The trainee is not obliged to keep working hours, as defined by law
  • The way in which the internship work is carried out, namely the intern's attendance schedule, is agreed between the intern and the respective internship tutor

Notwithstanding other rights that may be granted from time to time, the trainee is entitled to:

  • Receive a traineeship certificate from Lisbon City Council upon completion of the traineeship
  • Use the municipal canteens
  • Attend professional training courses provided for in the Lisbon City Council Training Plan during the internship period

In addition to the general duties of civility and respect, trainees are obliged to keep confidential any matters they become aware of as a result of their traineeship.

Citizens can apply for internships:

  • Holders of Portuguese nationality
  • From European Union countries who cumulatively
    • hold a recognized academic degree
    • exercise the right of residence considering themselves to be EU citizens
  • Third country nationals who cumulatively
    • hold an academic degree recognized as equivalent by a national educational establishment or other competent body
    • have a residence permit in Portugal entitling them to register as candidates

Applications are valid for one year and remain in the database exclusively for consultation by the municipality's services.

Each candidate may only submit one application, except when they have more than one degree, in the case of Curricular Internships.

International internships

Colaboração no acolhimento de estagiários ao abrigo do programa de mobilidade Europeu Erasmus+

In existence since 1987, the Erasmus Program is the most successful mobility program launched by the European Commission.

Erasmus+ is the European programme that supports education, training, youth and sport and gives more than four million Europeans the opportunity to study, train and gain experience abroad as it is not only aimed at students but also at a wide variety of people and organizations.

Lisbon City Council, as a partner of the Erasmus Al Sud Consortium since 2011, is essential to the operationalization of the Erasmus+ Internship Programme, which aims to contribute to increased mobility and the acquisition of skills that contextualize the academic knowledge acquired by students.

The Erasmus Al Sud Consortium - Connecting regions, creating worlds, was created in 2012 by the Universities of Algarve, Évora and Lisbon and the Polytechnic Institutes of Beja and Setúbal and covers an academic community of 77,624 students, 6,416 teaching staff and 3,311 non-teaching staff. With a strong regional impact, Erasmus Al Sud contributes to the internationalization of its member institutions by promoting mobility opportunities for learning (studies and internships), teaching and training in European partner institutions and strengthening cooperation and participation in international networks.

In 2011, the municipality of Lisbon submitted and had accepted an application to the European Erasmus+ program, which provided mobility for a number of municipal employees in order to help encourage transnational mobility and promote bilateral and multilateral partnerships, as well as improving the quality of education and training systems.
