Approves the system of autonomy, administration and management of public pre-school, basic and secondary education establishments.
he aim of parents' associations is to defend and promote the interests of their members in everything to do with the education and teaching of their children, whether they are pre-schoolers or students in basic or secondary education, public, private or cooperative.
In Lisbon, there are two federations of parents' associations: Ferlap and FapLx.
The municipal education council is a consultative body whose purpose at municipal level is to analyze and monitor the functioning of the education system, proposing actions deemed appropriate to promote higher standards of efficiency and effectiveness.

The municipal education council is made up of
- The Mayor of Lisbon
- The president of the Municipal Assembly
- The councillor responsible for Education with delegated powers to chair the body
- The president of the parish council, elected by the municipal assembly to represent the parishes in the municipality
- The regional education delegate from the Lisbon and Tagus Valley Region Services Directorate
- The representative of the Lisbon and Tagus Valley Regional Coordination and Development Commission
- The principals and principals of the School Groups and Ungrouped Schools in the municipality's area
- A representative of public higher education institutions
- A representative of private higher education institutions
- A representative of public secondary school teaching staff
- One representative of public elementary school teaching staff
- One representative from the public pre-school teaching staff
- One representative from each of the Pedagogical Councils of the school groupings and non-grouped schools
- One representative from private basic and secondary education and training establishments
- Two representatives from parents' and guardians' associations
- One representative from student associations (currently being updated)
- One representative from private social solidarity institutions working in the field of education
- One representative from the public health services
- One representative from the social security services
- One representative from the employment and vocational training services
- A representative of public services in the field of youth and sport
- A representative from the security forces
- A representative of the Municipal Youth Council
The general council is responsible for defining the guidelines for the activity of the school grouping or non-grouped school in the public network.
The educational community participates in this process through its representatives on this strategic governing body - teachers, students, families, the town hall and/or parish council and entities that carry out economic, social, cultural and scientific activities locally.
Among other responsibilities, this group of people elects the principal, approves strategic planning and decision-making (educational project), the fundamental rules of school operation (internal regulations), activity plans and the management accounts report.
It also pronounces on the criteria for organizing timetables and monitors the actions of the principal, the pedagogical council and the school administrative council.
Under the terms of Article 14 of Decree-Law 75/2008 of April 22, in its current wording, representatives are appointed as follows:
Teaching staff: are elected by all teachers and trainers working in the school grouping (AE) or non-grouped school (ENA)
Students and non-teaching staff: are elected separately by their respective bodies, under the terms defined in the internal regulations
Parents and Guardians: are elected at a general assembly of parents and guardians of the AE or ENA, on the proposal of their respective representative organizations, and, in the absence of such organizations, under the terms to be defined in the internal regulations
Municipality: they are appointed by the City Council, which may delegate this power to the Parish Councils
Local Community:
- in the case of individuals or representatives of economic, social, cultural and scientific activities, they are co-opted by the other members under the terms of the rules of procedure;
- in the case of representatives of institutions or organizations, they are appointed by them in accordance with the rules of procedure.
Lisbon City Council has assumed its representation on the general councils and has also delegated this representation to the Parish Councils, through the participation of 26 managers and technicians from the Education Department and 130 representatives from the 24 Parish Councils, respectively.

This action has helped to bring local authorities closer to these educational communities.

They are organizational units, endowed with their own administrative and management bodies, made up of pre-school establishments and one or more levels and cycles of education, with a common Educational Project.
The constitution of a school cluster takes into account, among other things, criteria relating to the construction of integrated school pathways, curricular articulation between levels and cycles of education and geographical proximity.
