Proximity urbanism

The way we look at the geography and territory of our capital transforms the way we feel inside it. The urbanism of the city is associated with the different forms of organization that our communities take.

The neighborhood is an example of this. A secular unit of multiple relationships between those who live there and those who pass through. Between the city and its citizens.

An urban planning policy that is modern, but close; leading, but not incisive. The urban planning policy that Lisbon needs is one that balances functionality, socio-economic activity and the set of infrastructures that serve it. The neighborhood appears as a privileged entity for the co-production of the territory by all its main actors within a framework of sustainable development and the challenge of adapting to and mitigating climate change. The city's design and construction processes reinforce the environmental, social and economic dimensions, shaping the city's model of differentiation and positioning in relation to its European counterparts.

Financial Instrument for Urban Rehabilitation and Revitalization (IFRRU) 2020

Financing the comprehensive rehabilitation of buildings located in urban rehabilitation areas, with the aim of promoting the settlement of people and economic activities, in a logic of sustainable urbanism and energy efficiency, and supporting urban rehabilitation in disadvantaged communities.

Operations that can be supported

  • The complete rehabilitation of buildings that are 30 years old or older (or, in the case of younger buildings, that demonstrate a conservation level equal to or less than 2 (determined under the terms of Decree-Law no. 266-B/2012, of December 31))
  • The rehabilitation of abandoned industrial spaces and units
  • Interventions in social housing buildings and public spaces, as long as they are associated with rehabilitation of the surrounding built environment, either in progress or completed five years ago or less.

IFRRU requirements in terms of location

  • Located in an Urban Rehabilitation Area (ARU) delimited by the Municipality (regardless of whether or not it is within the area defined in the PARU); check if the property is located in the Urban Rehabilitation Area
  • If the building is also located in the territory defined by the Municipality in the Urban Regeneration Action Plan (PARU), you may have access to better financing conditions, and in the loan component relating to public funds, you may be able to access European Funds specifically earmarked for these areas. In the case of Lisbon, the PARU area coincides with the large ARU - Urban Rehabilitation Area of the City.
    If the operation concerns social housing buildings and public space, it must be located in the area delimited by the Municipality in the Integrated Action Plan for Disadvantaged Communities (PAICD).

In order to submit the application, a prior opinion from the Municipality is required.
The purpose of this opinion is to

  • Confirm that it is a comprehensive rehabilitation of a building, as well as the age of the building and its degree of conservation
  • Confirm that it falls within an Urban Rehabilitation Area (ARU)
  • Confirm, where applicable, that it complies with the objectives of the Urban Rehabilitation Action Plan (PARU) and that it falls within one of the areas delimited in that Plan: historic centers, riverside areas and abandoned industrial areas
  • Confirm, where applicable, compliance with the objectives of the Integrated Action Plan for Disadvantaged Communities (PAICD)
  • Confirm the urban planning procedure associated with the urban rehabilitation operation
