Open Door to Housing and Habitat

Lisbon City Council's housing policy aims to guarantee everyone's right to decent housing, in accordance with the principles set out in the Basic Law on Housing and other legislation, while respecting democratic values.

In the current context of housing shortages, Lisbon City Council's mission is to ensure that municipal housing assets fulfill their social function, helping to meet the needs of the population.

This mission is based on the promotion of a municipal housing system based on three strategic axes: the strengthening of public promotion; the creation of partnerships for the transfer of municipal land to cooperatives and non-profit organizations; the proposal of incentives to private agents for the construction and management of affordable housing.

Lisbon's housing policy aims to guarantee fair access to housing and improve the quality of urban life by promoting social and territorial cohesion, local development and the renovation of municipal neighborhoods.

The Municipal Housing Charter and the other territorial planning instruments are the structuring documents of this policy, making it possible to align the housing response with an integrated vision of the territory.

The Lisbon Municipal Housing Charter 2023 - 2032 (CMHL) is the strategic instrument for municipal intervention in the field of housing, approved by the Municipal Assembly on a proposal from the City Council. It is valid for 10 years and focuses on the planning and development of new habitats to improve the quality of life and well-being of individuals, through the promotion of housing construction operations, by municipal initiative or in partnership with cooperatives and private individuals, the rehabilitation of the housing stock and the social integration and full qualification of habitats in the city in order to improve access to public and leisure spaces and collective use facilities.

The charter also defines, from a programmatic perspective, the general and fundamental objectives, the priorities for action and the measures that aim in the short, medium and long term to address shortages, reverse situations of population loss and reduce imbalances in access to decent housing.
