Municipal Civil Protection Emergency Plan
The Lisbon Municipal Civil Protection Emergency Plan (PMEPCL) is a general document that describes the actions of the Municipal Civil Protection System in the event of an imminent serious accident or catastrophe affecting the municipality of Lisbon.
In general terms, the objectives of this Plan are
- To provide the conditions and means necessary to minimize the effects resulting from a serious accident or disaster, as well as to re-establish the minimum conditions of normality
- Defining the management, coordination and command structures, as well as the mode of action of the entities involved in the operations
- Promote information to the population with a view to preparing them for an emergency response
The activation of the Plan is determined by the Municipal Civil Protection Commission, the body also responsible for ensuring coordination between all the entities, bodies and agents and guaranteeing the appropriate means and resources to manage the emergency.

Civil Protection's participation in the security of major events aims to provide coordination between internal and external security mechanisms, as well as ensuring the coordination of civil protection operations in the imminence or occurrence of an accident that exceeds the response capacity or competencies of the event's security structure.
