In carrying out its activity, the Municipal Civil Protection Service, which has the legal status of a department, is responsible:
Ensuring the functioning of all municipal civil protection bodies, as well as centralizing, processing and disseminating all information received relating to municipal civil protection
Supporting the executive in designing and implementing civil protection strategies and policies, by carrying out technical studies to identify, analyze and mitigate risks that may affect the municipality
Creating and developing the municipal planning instruments that are appropriate to the problem of civil protection in the city of Lisbon, namely through the Municipal Emergency Plan, as well as ensuring its constant dynamization and updating
Developing and promoting actions to survey and analyze collective risk situations in the city of Lisbon, as well as contributing to reducing the respective vulnerabilities
Promoting information, training and awareness-raising activities for the population on civil protection issues, with a view to preventing and mitigating collective risks, coordinating the training component with the Development and Training Department
Assisting the municipal civil protection authority in coordinating the intervention of the various municipal civil protection agents and other municipal services when, in emergency situations and/or in the event of a serious accident or disaster, the appropriate civil protection prevention, rescue, assistance and rehabilitation actions are triggered, as well as the respective coordination and collaboration with the other public and private entities involved in them
Inventorying and keeping up-to-date records of civil protection and rescue resources in the city of Lisbon, ensuring up-to-date information on serious accidents and disasters in the municipality
Drawing up prior intervention plans, as well as preparing and proposing the execution of exercises and drills
Drawing up, in conjunction with the Fire Brigade Regiment, safety and emergency plans for municipal buildings and equipment
Promoting research and technical-scientific analysis in the area of civil protection
Promoting and developing models for the social organization of volunteers in the field of civil protection and collaborating in the process of social rehabilitation of populations affected by serious accidents or disasters
Exercising the other competences provided for by law
