Boosting Economic Activity

The revitalization of the capital's economy is extremely important if Lisbon residents and the Portuguese are to feel confident in their ambitions for greater stability and progress.

The global economy, as well as the European economy, has been marked by a turbulent start to the century, with a pandemic and a war weakening thousands of companies and jobs in Lisbon, an essential part of the country's source of wealth. Lisbon needs to continue to support traders and small business owners in the sectors that have been hit hardest by the pandemic. But Lisbon must now be a place where those who make the city and society grow the most can open their businesses freely and quickly, cutting red tape and increasing digital information.

The city must now look to the future, understand where the wealth is, and invest in training and attracting highly qualified talent capable of boosting the city through their own business, through an idea, a successful executive career or part of a social economy mission capable of giving Lisboners room to dream.

Retain and Attract More Investment

Rediscovering the incentives for economic growth these days necessarily involves redefining the entire economic development model for Lisbon. The city has to be more than a transit point. The creation of an environment that is truly attractive to investment, that creates a one-stop shop for entrepreneurs or that allows a real exchange of experiences between highly competitive companies - including municipal ones - capable of retaining and attracting talent, capital and companies. The aim is to make Lisbon more competitive in the world of European capitals, a real hub for attracting investment and creating value, by investing in the diversification of its economy and the internationalization of its businesses.

Regulating Tourism

Tourism is a strategic sector in Lisbon's economic and social development. Because of the international exposure it gives the city, it attracts not only visitors, but also new inhabitants, investors and entrepreneurs, generating a direct and indirect impact that must be strengthened. Lisbon's priorities must include developing greater harmony with local ways of life and traditions, promoting more sustainable practices and "greener" tourism, and increasing the added value for the economy in terms of job quality and enhancing local commerce. To this end, it is important that measures are put in place both to recover activity in a sector that has been substantially affected by the effects of the pandemic, and to renew business in a post-pandemic phase that is also a reason for hope and an opportunity to transform Lisbon's tourism.
