Carlos M. G. L. Teixeira holds a PhD in Earth and Life Sciences from the Vrije Universiteit (VU) Amsterdam and a PhD in Environmental Engineering from the Instituto Superior Técnico (IST) of the University of Lisbon (UL). He also has a degree in Biology Applied to Animal Resources (terrestrial resources variant) and a Master's degree in Conservation Biology from UL.
Professionally, he works in the Planning, Evaluation and Education Division of the Regional Planning and Development Unit of the Lisbon and Tagus Valley Regional Coordination and Development Commission (Comissão de Coordenação e Desenvolvimento Regional de Lisboa e Vale do Tejo, I.P.).
Previously, she carried out scientific research in the areas of metabolism modeling, molecular genetics and animal behavior, always with a view to conserving biological diversity. In the context of international projects and environmental consultancy, she has also worked on reconciling food production and biodiversity.
He was a member of the scientific council of MARETEC - Center for Science and Technology of the Environment and the Sea, at IST, a member of the Board of the European Environmental Bureau (EEB) and Vice-President of the League for the Protection of Nature (LPN), having represented civil society in various public commissions since 2005. He is currently Co-President of the José Tengarrinha Institute - Civic Association.
He is a founding member of the LIVRE party, having been elected to three terms on the Contact Group between 2015 and 2022. He is currently serving a second term as a member of the party's Assembly, a body he has been a member of since 2022. He was a member of the Local Coordination Group (GCL) of the Territorial Nucleus (NT) of the Lisbon District between 2022 and 2024, and was elected to the GCL of the Lisbon Municipal NT in 2024.
He served as a substitute municipal deputy in the Lisbon Municipal Assembly between 2017 and 2021, and as a substitute councillor in the Lisbon City Council between 2021 and 2025.
