He was born in Lisbon in 1972.
He has a PhD in Civil Engineering from Universidade Nova de Lisboa (2006), a Master's in Construction from Instituto Superior Técnico (2002) and a degree in Architecture from the Faculty of Architecture of the University of Lisbon (1996). He completed his training with the Business Sustainability Management course at the University of Cambridge Institute for Sustainability Leadership (2019).
With a career marked by interdisciplinarity, Vasco Moreira Rato has experience in architecture, civil engineering and business sustainability, having worked in academic, business and institutional contexts. He has taught and researched at the University of Lisbon, Universidade Nova de Lisboa and ISCTE - Instituto Universitário de Lisboa, where he held leadership positions, including Director of the Department of Architecture and Urbanism and Director of Sustainability. He led the implementation and certification of ISCTE's Environmental Management System, a pioneer in Portuguese higher education.
He has participated in international research projects and co-founded Vitruvius FabLab-IUL, as well as being a member of expert groups and national and municipal commissions, contributing to research, sustainability and energy certification policies.
His professional experience also includes technical consultancy, coordinating architectural heritage conservation projects and working in a multinational business environment in the construction sector. He served on the Lisbon City Council for the 2021-25 term as Assistant to the Councillor for Housing and Municipal Works.
