Wireless Lisbon
Its objective is to remove all cables and equipment from electricity and telecommunications networks installed on poles or visible on building facades
Lisbon's façades are currently showing the consequences of decades of continuous installation of electricity and telecommunications infrastructure networks in buildings.
The entry into the market of a significant number of telecommunications operators, who tend to own their networks and have competitive offers, has led to frequent changes of operator by customers and has promoted the successive installation of cables, with the previous ones often being maintained even after the service has been disconnected.
To change this situation, Lisbon City Council has created the "Lisboa Sem Fios" Program. In conjunction with the National Communications Authority (ANACOM), the Telecommunications Operators and the Electricity Distribution Network Operator (e-Redes), the objective was set of removing all electricity and telecommunications network cables and equipment installed on poles or in plain sight on building façades.
Objectives
- Contribute to the qualification and improvement of the city's image
- Encourage the conservation and enhancement of buildings
- Modernize the city's telecommunications infrastructure and improve the quality of the service provided
Initiatives underway
- Identification and mapping of the entire municipal network of telecommunications infrastructures in public spaces, on the ANACOM platform (SIIA)
- Implementation of a new draft approval process for new licenses (conservation, alteration, extension or rehabilitation works), which makes it effective to remove all cables installed on the façade, build infrastructure inside the building and, if necessary, build infrastructure in public space, underground
- Revision of the Public Space Infrastructure Regulations (RIEP), to promote the removal of unused cables from façades ("dead" cables) and the transfer of active cables on façades to the underground
- Definition of pilot areas for removing "dead" cables from building façades
- Definition of pilot areas for transferring active cables on façades underground, in areas where there is already municipal infrastructure built under programs such as "Uma Praça em Cada Bairro" and "Pavimentar Lisboa"
- Definition of a work schedule, in conjunction with the Telecommunications Operators, for the phased implementation of the Program throughout the city
- Creating an operating model and the technical and financial conditions for the construction, management and operation of the municipal infrastructure for installing telecommunications networks underground
