Bicycle

The bicycle is the most energy-efficient mode of transport. In urban areas it is very competitive, especially for short-distance journeys (up to 5 km), saving up to 30% of travel time and ensuring door-to-door journeys

Although Lisbon is known as the city of seven hills, 73% of its streets are flat or have slopes of less than 5%, meaning they are accessible to most users. On the other hand, the proliferation of the electric bicycle and other similar soft modes, as well as mechanical means of support, has made it possible to solve the difficulties imposed by orography and aspire to a fully cyclable Lisbon.

Lisbon City Council created the first sections of cycle path in 2001, but it wasn't until 2009 that construction began on a more comprehensive network linking the city's green structure. In 2017, with the increase in cycling infrastructure in the urban fabric and the introduction of the GIRA shared public bicycle system, cycling began to be considered a real alternative for many people in Lisbon.

Increasing the supply of parking for cyclists and creating a "continuous, efficient and safe cycling network that promotes the daily use of the bicycle on home-work-school journeys by people of all ages", as envisaged in the MOVE Lisboa 2030 Mobility vision, will therefore be a fundamental contribution to many more people being able to choose this mode of transport for their journeys. In this way, it will be possible to help reduce the high number of cars circulating daily in Lisbon, where 38% of journeys of up to 5 km are made by private car, relieving the city of more congestion and pollution.

The use of bicycles has become even more important and urgent in the context of a public health crisis, especially a pandemic, due to the relationship pointed out in various studies between air quality and the greater lethality caused by COVID-19.

Cycle paths

This intervention aims to upgrade, standardize and bridge the gaps between the Cais do Gás and Ribeira das Naus cycle paths, by implementing improvements to the riverside path (cycle and pedestrian), creating a cycle-pedestrian corridor (includes 30+Bici), vertical and horizontal signage, and road sidewalks.

The construction of the pedestrian and cycle bridge over Almirante Gago Coutinho Avenue, next to the Rotunda do Relógio, aims to give continuity to the municipal ecological structure, enhancing the landscape and linking the various green corridors (Central, Olivais and Oriental) that intersect at that location, through the connection between José Gomes Ferreira Park (Mata de Alvalade) and Parque da Vinha.

This intervention also includes the vegetation treatment of the upper platform with trees, vines and shrubs, helping to extend the adjacent green areas.

The contract has an estimated duration of 11 months, i.e. completion at the end of December 2024.

The aim is to improve the conditions of the infrastructure, not only in terms of the layout, but also the sidewalks, by creating a bidirectional cycle path and introducing improvements to the pedestrian route. This also includes changes to the vertical and horizontal signage, and the installation of safety equipment, which as a whole are important measures to ensure the safety of citizens and bridge the gaps in the cycling network in the Zona Ribeirinha.

Construction of a section of cycle path, connecting the existing cycle path on Rua Alexandre Ferreira to the access to the cycle-pedestrian viaduct over Calçada de Carriche, on Rua Prof. José Pinto Correia, passing through Estrada do Desvio, including Rua Comandante Fontoura da Costa.

The redevelopment of this area aims to improve the conditions in which pedestrians can enjoy and circulate in the public space, which translates into the reorganization and re-profiling of the public road; parking arrangements; adaptation of pedestrian crossings, making them accessible, according to the application of zero bounce, inclusion of tactile flooring and contrast frames, and improvement of the rainwater drainage system.

Implementation of a one-way cycle path, about 1.7 m wide in each direction. Between Rua João das Regras and Rua da Palma, the cycle path will be bidirectional, continuing the existing section.

The road channel will be segregated with elements that can be crossed in emergency and rescue situations. The solution is to use paint and segregation elements to create preferential conditions for cycling.

Av. Almirante Reis is a structuring axis in Lisbon's cycle network, being the flattest and most direct route between downtown and the urban areas in the eastern center (Arroios, Anjos, Penha de França) and the eastern north (Areeiro, Alvalade, Olaias). The completion of this cycle path will make it possible to create a safe connection and improve road safety conditions along this axis, as well as resolving a number of issues identified following the cycle path already implemented up to Praça do Chile.

Redesigning the cycle path by building a bidirectional cycle path on Avenida de Berna, from the intersection with Avenida António Augusto de Aguiar and Largo Azeredo Perdigão. The intervention reinforced the existing shared cycle path (30+Bici) on Avenida Elias Garcia and made it possible to connect this street from Largo Azeredo Perdigão to Av. da República, guaranteeing a cycle connection between Praça de Espanha and Av. da República.

Construction of the pedestrian and cycle bridge over the River Trancão that will connect the municipalities of Lisbon and Loures.

The cycle-pedestrian route from the northern residential area of Parque das Nações starts at the Praça Gago Coutinho traffic circle, following the section of the Passeio dos Heróis do Mar, and follows Rua da Cotovia/Passeio do Trancão until the start of the cycle-pedestrian crossing.

The project will be phased and is expected to be completed during the 2nd quarter of 2023.

This project is co-financed under the Portugal 2020 Program, more specifically the Lisbon Operational Program.

Construction of the connection to the section of the Benfica Radial, parallel to the Boavista Neighborhood Sports Complex, with a view to creating a route that guarantees the continuity of cycling.

This section was transformed into a cycle-pedestrian route with the creation of a two-way cycle channel and the implementation of new horizontal signs. The work also included exterior landscaping and tree planting.

Construction of a cycle path between Calouste Gulbenkian Avenue (Gonçalo Ribeiro Teles cycle-pedestrian viaduct) and Rua Eng.º Ferreira de Mesquita to Calçada da Estação.

The aim was to increase safety by improving accessibility to the Campolide interface, which involved adapting pedestrian crossings and public transport stops, replacing public lighting equipment, vertical signage and traffic lights.

The Praça de Espanha Urban Park was connected and the Monsanto Green Corridor was joined with the Vale de Alcântara Green Corridor.

Phased installation (by sections) of a lane dedicated to public road passenger transport ("BUS" corridor) on Av. de Berna. The sidewalk was lowered at various points in order to improve accessibility conditions along the axis for people with reduced mobility. At the same time, a one-way cycle lane was built linking the existing network on Pça de Espanha and Av. da República.

The existing places for loading and unloading and picking up and setting down passengers were transferred to the streets adjacent to Avenida de Berna.

Implementation of a bidirectional cycle path on Alameda das Linhas de Torres, in the section between Campo Grande and Estrada da Torre. This cycle path, about 2 km long, extends the cycle network northwards and connects with other existing cycle paths: Campo Grande and Eixo Central, Rua Francisco Stromp (Telheiras) and Estrada da Torre. The intervention improved road safety along this axis, which serves various schools, universities and services, and also aimed to improve pedestrian accessibility, particularly access to public transport waiting areas.

Construction of a two-way cycle path (pop-up) on the side street of Campo Grande, in the section between the City Museum and the Faculty of Sciences. The intervention aimed to temporarily replace the cycle path inside the garden, which was not suitable for bicycles.

The intervention was also reflected in the conditions of pedestrian accessibility, namely at the existing pedestrian crossings, such as the placement of tactile flooring, zero bounce and partial lowering of the sidewalk, and the relocation of the existing crosswalk at the crossing to the Garden.

Implementation of a cycle path on Avenida Marechal Teixeira Rebelo, on the stretch between Avenida do Uruguai (next to the Pingo Doce supermarket) and Avenida Cidade de Praga.

The new one-way cycle path is 1.8km long and connects with the cycle paths on Avenida Cidade de Praga, Quinta da Granja and Avenida Lusíada. In the opposite direction, the discontinuities in the existing section were eliminated. The work improved pedestrian accessibility in the public transport waiting areas, sidewalks were lowered and tactile paving was introduced next to crosswalks. This cycle path is an important access route to the Colégio Militar and Pontinha interfaces and has created a safe alternative to promote cycling between the parishes of Benfica and Carnide.

This was an intervention aimed at creating safe connections at the junction of Av. de Berlim with Av. Infante Dom Henrique and at the traffic circle with Av. Dom João II, and the cycle path was extended between Av. do Pacífico and Alameda dos Oceanos.

This work made it possible to eliminate discontinuities in the route, improving safety and comfort for cyclists. The axis of Av. de Berlim links the parishes of Parque das Nações and Olivais, and connects with the existing network of cycle paths on Av. Cidade de Luanda, Vale do Silêncio Park and Alameda dos Oceanos, forming an access axis to the Gare do Oriente interface.

The work included maintenance of the green spaces and tree planting, as well as improvements to rainwater drainage, paving, lighting and horizontal signage. This section of bidirectional cycle path, associated with a pedestrian route, is 2km long, so the work was phased and began next to the Lisbon Camping Park, following the Estrada da Circunvalação and Estrada da Portela to the Pina Manique traffic circle, where it connected to the existing cycle path.

The initial project to build this cycle path had to be altered in order to safeguard an existing alignment of trees near the Bairro da Boavista Municipal Swimming Pool, giving way to an alternative proposal whose construction contracting process is expected to be completed shortly.

In order to mitigate the negative effects on users, a temporary solution was found which aims not to affect the operation of the entire section built, but to create a segregated channel for cars to cross and significantly improve this connection.

Refurbishment of the public space on Av. Afonso Costa, improving pedestrian accessibility, laying comfortable paving and creating platforms next to the bus stops. A bi-directional cycle path has been built, linking the existing cycle path on Avenida de Paris to the Bela Vista park, next to the CML Social Services building.

The section of cycle path on Prague City Avenue has been built to complete the connection between the existing cycle path and St. Francis of Assisi Square. This intervention provides better safety conditions for cycling on this axis.

The work included upgrading a path for pedestrians and cyclists between the bridge and the Ator Epifânio square, which was also upgraded as part of the intervention, by creating seating areas, increasing green areas and sidewalks, lighting and parking arrangements. From Calçada do Poço to Parque do Vale da Ameixoeira, a one-way cycle path was built in the opposite direction and shared (30+Bici), in the direction of car traffic.

Projects are underway to create cycle routes between the bridge and Odivelas along Calçada de Carriche and between Estrada do Desvio (this section) and Lumiar (Rua Alexandre Ferreira).

Bi-directional cycle path, in the section between Praça do Aeroporto (Rotunda do Relógio) and Av. Fernando Pessoa. This new cycle path connects to the existing network on Av. Cidade do Porto and Av do Brasil, and in the future, to Alameda dos Oceanos sul (Parque das Nações). The cycle path is located on one of the roads in the Parque das Nações - Rotunda do Relógio direction, helping to improve road safety on this axis.

This cycle path is a direct and segregated link between Benfica and the University City / Praça de Espanha and connects to the existing cycle paths on Av. dos Combatentes and Quinta da Granja in Benfica.

Implementation of a two-way 'pop up' cycle path on Alameda dos Oceanos (north), as part of Lisbon's cycle network. This cycle path will provide a continuous cycle link between the southern and northern areas of the parish of Parque das Nações, and create a new inter-city link with the municipality of Loures. It will form part of the structuring riverside axis, which links Sacavém to Algés continuously.

Alameda dos Oceanos (north), despite its local character, is often used as an alternative crossing route to Av. Dom João II by those entering Lisbon via the IC2 in the direction of the center, which causes congestion that prevents residents from leaving the neighborhood. On the other hand, the road profile that existed before, with two wide lanes in each direction, led to excessive speeds, which contributed greatly to road accidents on that axis.

The implementation of the two-way cycle path was achieved by converting one lane, next to the central divider, into a northbound lane between the Rotunda dos Vice-Reis and the Rotunda das Oliveiras and a southbound lane between the Rotunda das Oliveiras and the Rotunda da República da Colômbia. This is expected to reduce the amount of traffic crossing from the interior of the parish at the entrance to Lisbon from the IC2, as well as reducing traffic speeds due to the narrowing of the channel.

The new 'pop up' cycle path has made Alameda dos Oceanos safer for all road users, pedestrians, cyclists and motorists, by redistributing the available space and making it easier for residents in the northern part of the parish to access heavy public transport, particularly the metro and train stations. It also connects the various educational establishments in the parish.

Highlights include the use of new elements to separate the cycle path, improving the finish, signage and the use of the cycle path by vehicles in the event of an emergency and access for public transport to passenger pick-up and drop-off areas.

Creation of a cycle path on Av. dos Combatentes, between Praça de Espanha and Av. Prof. Egas Moniz. The first phase of the intervention consisted of creating a bidirectional, segregated cycle path between Praça de Espanha and Av. Egas Moniz, offering better safety conditions for cycling in the city and improving road safety.

In the second phase, the connections to the network of the future Praça de Espanha Urban Park and the connection to the Lisbon University Stadium were completed.

This intervention implemented traffic calming measures. The direction of traffic on the stretch between Praça de Londres and Rua Presidente Wilson was changed to favor local circulation and the quality of the public space for residents and local businesses, eliminating through traffic between Praça de Londres and Av. Almirante Reis. Creation of a one-way contra-flow bicycle lane and improved pedestrian access. This entire artery has a maximum speed of 30km/h, encouraging safe sharing between bicycles and other vehicles.

Cycle lane on Brasília Avenue, segregated from the pedestrian channel, on the section next to Bom Sucesso Dock, which connects the promenade of Bom Sucesso Dock and the Belém Tower Garden. The intervention made it possible to resolve the discontinuity of the existing network in the area and improve the general mobility of the site. The vertical and horizontal signage was also improved, as well as the traffic lights, making it possible to accommodate the various modes of transport.

The cycle path on Rua Cidade de Bissau, in Olivais, is one-way and complements the existing network in the parish, connecting to Rua Cidade de Luanda and Av. de Pádua. With this intervention, bicycle users now have a continuous segregated channel between the traffic circle at Av. Marechal Gomes da Costa and the new cycle paths at Av. de Pádua and Av. Cidade de Luanda. It facilitates the connection to the bi-directional lane on Av. Marechal Gomes da Costa.

Bidirectional track along Rua Conde de Almoster and Rua Francisco Gentil Martins, linking two ends of the parish of S. Domingos de Benfica. It connects to the north to the existing network in Benfica and Monsanto, and to the south to the Sete Rios terminal. In the future, it is planned to continue the route to Benfica station via Rua Carolina Michaelis de Vasconcelos. The intervention will reduce the speed on that route, contributing to increased road safety.

Duque D'Ávila.

The work focused on improving pedestrian accessibility by creating a comfortable sidewalk area in Praça de Londres. The road junction with Av. de Paris was also upgraded. On Av. Manuel da Maia, calming measures were introduced and the number of lanes reduced, in order to reduce speed and increase road safety, with greater comfort for pedestrian crossings.

Another section of bidirectional cycle path was also built, linking to the existing network - Av. de Paris, Av. Guerra Junqueiro and Bairro do Arco do Cego and Av. Rovisco Pais/Av. da República.

This section of cycle path connects the local network from Telheiras to Campo Grande. Two unidirectional cycle paths have been implemented, one on each side of the road. Under the Av. Padre Cruz viaduct, on the south side, the cycle channel was replaced by a 30+Bici type car sharing situation, due to the narrowing of the roadway there.

Work completed: end of April 2021.

Completion of the Eastern Green Corridor, in the section between Quinta das Flores, in Marvila, and Parque Ribeirinho Oriente. The intervention consisted of upgrading the public space, green spaces and footpaths, as well as implementing a cycle path that connects to the existing cycle network along the River Tagus. New street furniture has been installed to enable better use of the public space.

The work consisted of upgrading the pedestrian crossings by lowering the sidewalks and laying tactile paving, reviewing the signage, renewing the street lighting and street furniture, and improving the drainage conditions of the street. A new pedestrian area was created, with benches and tree planting, at the intersection with Av. Madame Curie, near the entrance to the Instituto Português de Oncologia de Lisboa Francisco Gentil (IPO). The existing cab rank under the viaduct was relocated to the rank next to the Sete Rios terminal. In order to eliminate through traffic and excessive speed on Rua prof. Lima Basto, the traffic between Rua Doutor António Granjo and Av. Madame Curie is now only in the direction of Praça de Espanha, while maintaining longitudinal parking. A bidirectional cycle path was also built along the street, linking the Sete Rios Terminal and Praça de Espanha, and new GIRA shared bicycle stations were installed.

Construction of a section of cycle path and maintenance of green spaces on Álvaro Pais Avenue, in the area between Forças Armadas Avenue and 5 de Outubro Avenue.

The aim of upgrading this area is to improve the conditions for pedestrians and bicycle users to use and circulate in the public space. The intervention consists of the implementation of a bidirectional lane (between Av. Prof. Gama Pinto and the top of Av. Álvaro Pais) and 2 unidirectional lanes (uphill and downhill directions). It also involves reorganizing car parking, adapting pedestrian crossings and improving public lighting, tree planting and the rainwater drainage system.

The intervention created conditions to reduce the maximum speed of traffic within the neighborhood, so that the different modes could share the road safely.

In the section between Rua Fernando Pessoa and the entrance to the Coruchéus palace, there is now only one direction of traffic for motorized vehicles and access to the Coruchéus is now via Rua António Patrício. Several crosswalks have been repaired and the parking lot near the entrance to the Coruchéus palace has been reorganized to increase the pedestrian circulation area and accessibility to the street. Spaces were also created for motorcycles and bicycles.

Marking 30+Bici, and the respective vertical and horizontal maximum speed limit signs and beacons.

Rearrangement of the parking lot, which will now be done in reverse, ensuring greater safety and visibility for bicycle users, reducing conflicts in loading and unloading operations, as well as picking up and dropping off passengers, particularly children, which will now be done directly onto the sidewalk.

The intervention consisted of creating a shared lane with a maximum speed of 30km/h, offering better safety conditions. The sidewalk was painted over a length of 1,050km, accompanied by the corresponding vertical signage. Pedestrian accessibility has been improved, especially at road crossings, and parking spaces have been created for motorcycles and bicycles.

Expansion of Alvalade's local cycling network on Luís Augusto Palmeirim, Marquesa de Alorna and José Duro Streets, implementing traffic calming measures that allow shared use between bicycles and cars, rearranging parking to ensure greater safety and visibility for bicycle users, loading and unloading operations, as well as picking up and dropping off passengers.
