Territorial Action Program for Colina de Santana
With a view to intervening in Colina de Santana, redeveloping this area and contributing to the regeneration of the center of Lisbon, and following the various framework and diagnostic studies already carried out and the public debate already promoted by the Lisbon Municipal Assembly, the municipality is drawing up a Territorial Action Program (PAT) for Colina de Santana.
The main objectives of this TAP are
- regenerate and rehabilitate Colina de Santana;
- to reopen and rejuvenate the center of Lisbon;
- promote the construction and/or rehabilitation of social and affordable housing (25% of dwellings);
- protect and enhance historical and architectural heritage;
- promote the safeguarding of movable heritage of cultural interest, testimony to hospital history;
- promote cultural tourism;
- opening up the old hospital fences to the city;
- improve accessibility to the Hill;
- ensure that no more hospitals close before the new hospital is up and running;
- guarantee local health services;
- promote the creation of conditions for the installation of new economic activities and services;
- deepen the assessment and monitoring of natural and man-made risks;
- develop a global Eco Neighborhood project in the historic area.
Not only the municipal services and key partners, but also other entities working in the area, contribute to the implementation of this TSP:
- Parish councils in the area of intervention (Arroios, Santo António and Santa Maria Maior);
- New University of Lisbon;
- University of Lisbon;
- Ministry of Health;
- Santa Casa da Misericórdia;
- Estamo Society;
- Lisbon Tourism Association;
- Lisbon Municipal Parking Company.
A number of thematic meetings were held based on the established objectives and focused on the areas and programs of intervention, with a view to building the actions that are fundamental to achieving the objectives.
The municipal team responsible for drawing up this TSP has been working on an implementation document, which covers the various aspects of the matter: a framework, diagnosis and trends, a strategic vision, actions, programming and contractualization.
Territorial action programs (PAT) are instruments that are enshrined in the legal framework for territorial management instruments, with the aim of providing a framework for coordinating the actions of public and private entities when they are involved in defining spatial planning policy or implementing territorial planning instruments. It is the principle of the programmed and coordinated implementation of territorial planning that is put into value.
