Fórum Lisboa - Casa da Cidadania (Lisbon Forum - House of Citizenship) is the name adopted by Lisbon City Council for the former Cinema Roma, acquired by the municipality in 1997 to house the headquarters of the Lisbon Municipal Assembly.
More than just an institutional building, this space is a place at the service of civil society, open to civic, cultural and social activities promoted by various organizations. It is designed to host film screenings, colloquia, congresses, large-scale meetings and other events that contribute to democratic debate and citizen participation.

About the point of interest
The Lisbon Municipal Assembly is the representative and deliberative body of the municipality, responsible for promoting and safeguarding the interests of the local population. Endowed with legal powers, it supervises the activity of the City Council and deliberates on the most relevant matters for the management of the city, namely plans, regulations, budgets and other proposals presented by the municipal executive.
Made up of 75 members (51 directly elected and the 24 Presidents of Lisbon's Parish Councils), the Assembly ensures the political and territorial representation of the municipality, reflecting the diversity of the city.
In addition to its legislative and oversight functions, the Municipal Assembly can pronounce itself on other issues of local interest and receive petitions from the population and their organizations, thus promoting democratic participation and civic involvement of citizens.
The powers and functioning of the Municipal Assembly are defined in the Legal Regime of Local Authorities, according to Law no. 75/2013, of September 12.
