A program promoted by the Lisbon City Council with the aim of supporting the creation and development of new businesses and supporting the entrepreneurial fabric of the city of Lisbon
LE+ is an inclusive program that supports any individual or legal person who wants to develop a profitable activity in the municipality of Lisbon, where the commercial establishment or company headquarters must be located.
All the support provided by Lisboa Empreende+ is free of charge.
Areas of Support
New Business LE+ - Support for entrepreneurship in the creation and development of new businesses in the city of Lisbon.
This support includes business consultancy, from the project phase to its completion, including support in drawing up a business plan and facilitating access to funding and training programs, as well as the entrepreneurial ecosystem, among others.
LE+ Specialized Support - Consultancy services for SMEs based in the city of Lisbon.
This support consists of specialized technical support in the areas of management, legal, communication and marketing, which is provided directly by the Lisboa Empreende+ team, or by program partners.
It should be noted that this support is aimed at SMEs that are going through challenges arising from the economic and financial situation.

Registration and operation
After pre-registering online, you will be contacted for an exploratory meeting, where a preliminary analysis of your project will be carried out. If the project is eligible, you will have access to specialized technical support, as well as a network of partners who will help you implement and consolidate your business.
- All the support provided by LE+ is free of charge.
- The Lisboa Empreende+ team reserves the right of admission to the program.
Nano, micro and SME companies based in Lisbon, or with establishments in the municipality of Lisbon, regardless of their legal nature and as long as they intend to engage in a profitable activity.
People, both in Portugal and abroad, who have a business project for the city of Lisbon and who meet some of the following requirements:
Solid professional experience;
Belief in their ability to build their own future;
Confidence in the viability and potential of their project;
Ability to adapt to new challenges and opportunities.
