Climate change

Lisbon is committed to promoting an integrated set of adaptation options to respond to present and future climate challenges.

Based on the identification of current climate vulnerabilities and risks, and their projection until the end of the century, Lisbon is committed to promoting an integrated set of adaptation options to respond to the challenges of the present and future climate - heat waves, cold weather, intense precipitation and floods - starting to take action now in relation to the different climate impacts that affect us.

Lisbon City Council's commitments to climate mitigation and adaptation are reflected in the following documents:

100 Climate Neutral and Smart Cities by 2030

Lisbon, along with Porto and Guimarães, is part of the list of 100 cities that have been selected by the European Commission, out of more than 370 candidates, to be part of the"100 Climate Neutral and Smart Cities by 2030".

The Cities Mission aims to make 100 European cities smart and climate neutral by 2030. The chosen cities will have access to different opportunities, such as personalized assistance and advice, access to funding opportunities, exchange of experiences between cities and support for citizen involvement.

In response to the European Commission's call for cities to be ideal centers for experimentation and innovation in climate action, Lisbon was chosen in 2022 to be part of the 100 cities in the European Union that are part of the "Smart and Climate Neutral Cities Mission 2030" initiative. This ranking underlines Lisbon's commitment to achieving climate neutrality by 2030.
Lisbon is thus reinforcing its goal of prioritizing climate resilience in its municipal strategy, in collaboration with other levels of government and sectors of activity, through its Climate City Contract. This great challenge involves the City Council, citizens and their representatives, companies, research centers, the media and the community in general, to go further in the development, execution and monitoring of the plan that paves the way for climate neutrality by 2030.

The Lisbon vision for this climate transition focuses on the following goals:
- Reduce greenhouse gas (GHG) emissions by 80% compared to 2002, achieving climate neutrality by 2030;
- Prepare the city for extreme climate events, strengthening its resilience and response capacity;
- Ensure a just and inclusive transition, reducing inequalities and fighting energy poverty;
- Valuing participation in the "100 Climate Neutral Cities by 2030 Mission" as a strategy to attract new investment and talent.

Since March 2024, Lisbon has had its Climate Contract 2030, awarded by the European Community, which places it among the 23 mentor cities of this initiative.
